Big Report

Ameren has posted a 141 page report by one of their engineering consultants, Paul C. Rizzo, on the environmental impact of rebuilding the Upper Reservoir. I've only quickly scanned the report, but there is interesting info on the design for the rebuild and how that rebuild would impact the area.
