Where is the lower resevoir located and can it be accessed by the general public?
The lower reservoir is about 2 miles north of Lenny's on Highway U. There is a pull off at the dam and another a little further up the hill where this photo was taken. Because the lower reservoir is off limits to the public these are the only two places where you can see the site. It used to be open for fishing and I assume that if the upper reservoir is rebuilt that some day the lower reservoir will be open to the public again.
