The State of Missouri (dba DNR) will be the contractor to rebuild the rest of the Shut-Ins.
Archive of posts made between December 25, 2005 and December 14, 2008 about the Taum Sauk Reservoir failure and the damage to the Shut-Ins and the Black River. This blog was posted by Lee Ferber of Peola Valley Pottery in Lesterville. The pottery was closed in 2007.

That's not legal. The superintendent (by regulation, special exemption for lack of house) has to live in the park. A 1700 sq ft house seems a bit large for a superintendent, though, unless they are counting the basement.
We'll see. Why DNR couldn't use local contractors is beyond me. Since they claim they'll be finished by 2009 they're going to have to bid out some parts, or it most assuredly will not get done.
(I remember one campground and a museum, taking 3X as long inhouse as planned, since they kept moving the inhouse carpenters around, equipment was needed elsewhere, etc.)
I think they will be bidding out to local subcontractors. They will be the general contractor and will contract out the different jobs.
Whether they hire the roofers, carpenters etc themselves or hire a local general contractor to do it for them, I don't know. But the DNR isn't going to do the work themselves.
The point is, the DNR will be handling the hiring, bidding, scheduling etc, not Ameren.
DNR has backpedaled. Announced on July 29 that MACTEC and the original plans were back in with a few minor adjustments.

AmerenUE settled for 177M. Budget for the shut-ins, according to the article is $52M. You do the math.
